The scratches are very small and hard to see, they are right near the stem of the right wheat. it is only about the length of the stem.

I'm not sure when NGC started to slab problem coins, and assume they followed ANACS footsteps in giving a genuine coin a holder instead of a body-bag.

At least a year or two. PCGS does it as well now if you select that option

So this coin is a "problem coin" and should have been put in a body bag?
