I'd lean toward VF-35. BB-143, the rarest of the 1799/8 overdates. No reason why this coin couldn't have found its way to Poland, but it does make me wish I could weigh it, and take a look at the edge...
VF30 it could go at a top tier TPG. Past cleaning as D0ubl3Eagle said, but I dare say probably 95% of these were cleaned at one point in their long lives.
