1867 3 Cent Nickel BU But Is This PMD? (Post Mint Damage)

Just got this 1867 3 cent nickel and there is something funky going on. It is a BU coin with no wear, but on the obverse at 11 oclock there is something happening. It looks almost like some kind of a clip maybe? the area around it also looks dull, lacks luster. I don't know what might have caused this at the mint, but I also can't think of what could have caused it post mint since it is a BU coin....who would mess with it on purpose. There is also what appears to be heavy clashing on both sides (common for the series) but the obverse fields are particularly "wavy" especially near the "clip" for lack of a better term.

Yes PMD on the upper rim - the lower rim bubbles area is a rim Cud.

Yep a lot of die clashing going on, the PMD doesn't really distract too much considering all the other cool stuff going on here! I'd keep that in my collection of odd denomination varities!
