any ideas on what this might be and I'm guessing, with my luck, it's die wear. but you can see the lettering having a little extra around them. Is this die wear?

Wear is usually on the side facing the rim. I'm thinking a polishing to cover a clash. This happens a lot on these two devices.

so mark this one up for clash right? I got about 8 of these out of a new roll. wouldve been nice to have something new. lol. I'm used to seeing LMC clashes and their where abouts to look for them. gonna have to get used to these now. thanks coop.

Either part of a clash or part of a polishing to remove the clash. Not hub doubling. Sorry
