Hmm. I've got three theories on this piece: two are post-mint damage, the other is not. To narrow things down, I have two questions.
First question: is the coin significantly lighter in weight than a normal 20 cent piece? If it is significantly lighter, then it's post-mint damage, caused by a long soak in acid or something similarly corrosive.
If it is not significantly lighter, then it is either severe Die Deterioration (a minor mint error) or it has been blowtorched. So the second question is: Does the coin show any other obvious effects of exposure to high heat (discolouration, deformed obverse features, etc)?
