It looks like an offset cutting (mis)alignment. Some of these can get pretty steep, but I am sure that there is a tolerance for error on this. Too bad for the two hard folds.

Your note is not considered a cutting error that would command a premium, and had this note been in excellent condition, it would lose some value as it is uncentered.

For years now I have carried a 1953 {my birth year} 2.00 Note in my wallet, remembering the days when they were still in circulation and be traded for 2 real Silver Dollars at any local bank (till around 1965).

Your note still makes a nice pocket piece.
