Just weird toning maybe, although I think it is because the middle has lost its luster and the rims still have some.

what I don't get though is all the ones I have seen are copper and this one obviously is not.

It is copper. It likely has had a harsh cleaning and that gave it that color.

It may have been plated years ago and it has worn off.

This is why one should preserve their coins in air-tight containers. Weird toning. Does the reverse too have similar toning?

My money is on harsh cleaning or some weird plating. I have a few IHCs that you can tell were horribly cleaned that look somewhat similar.
