Yes. Not all early Chinese machine-struck coins bear dates, but his particular one does.

On the Chinese-only side, the two characters at 9 o'clock and 3 o'clock are the date, as depicted in the sixty-year-cycle Heavenly Stems-Earthly Branches calendar. You can find a decoder table for this "cyclical date" calendar at the front of the China listing in Krause, but only a few of the sixty possible character combinations were ever used on coins. This coin's date translates to AD 1909.
