I dont think that its PMD. I forgot to post a picture of the reverse, but the other side is perfect. Absolutly nothing wrong on the other side.

It looks like the coin has been pressed.. The denticles on the rim edge look a bit squished... the precise straight line to me suggest some type of machine like a flat press used in sheet metal work.

it sure looks like lamination error..as for value not much more than what the coin is worth now or what someone will pay for it
