2000 D US Jefferson Nickel Die Rotation

Found this in a roll. Looks to be a good 45 degrees or so of die rotation. The thing that is eating away at me is the unusual almost mirror like finish... One thought is its someone practicing plating... and unfortunately they chose a rotated die to do so Or could it possibly be one of those "Proof Like" non proof coins that has spent a little time in circ? Thoughts? Ideas? Questions? Answers? Thank you as always!

Or someone may have polished it? The rims look affected over USA. Also above the bust on the obverse. Is there fine hair lines on the surface of the coin?

No fine hair lines. That's what made me think plated vs polished. The finish is similar to a non cameo clad proof. Literally mirror like. If I put a piece of paper next to it you'd be able to read the text in the reflection. I also looked for signs of a hollowed out coin thinking someone created the rotation and then plated to cover it up. But looks legit. Can't imagine anyone would fake a slight rotation anyway... why not go all out and go 180 degrees :)
