Question, what does it mean when the cracks run down the numbers like that but don't split the serif's at the ends?

That is die wear. It shows up first on devices that are close to the rim. Just the dies way of getting wrinkles with age. These flow lines start in the fields and get stronger with die aging.

Hard to say without a straight on close up of the date, but it appears to be the small date variety. No there is no premuim for either one, they arent rare and alot of collectors dont know there is a difference. Just my opinion.
I agree with what coop said in response to your question. Because coop is a expert in a field of experts.
