Looks like a lamination. The area in the "NI" is moved metal that is still retained from the lamination. Not a doubled die or Die Deterioration.

coin has been examined by coin examiner and was classified as Die Deterioration but if you go to wexlers die varieties double dies and go to class viii double dies and you will see an example of the 1964 1 cent wddo-007 listed it has same type with ccw spread as does this coin
