If You put attention in the locking V of the 3 first arrows they go to one direction. But the 4 it's wrong locking direction.

The arrows are like that on all of them. It is part of the design.

The top three things are barbs, the bottom one is the socket for the spearhead. Being different things, they look different.

I don't know to much about arrows. But when I received This two rolls from the mint. I though the bottom "V" was part of the Edge of the hat. Any way. most of them came with extra material in different areas. Also If the "V" at the bottom was a error in the design. ALL OF THEM WERE MADE LIKE THAT. So, maybe will be a error rare, rare, rare, rare, rare, rare.
