My understanding is that PayPal is .30 + 3% of amount being transferred in. Each transaction will cost him a minimum of .30 from PayPal. Not a good deal for him if the bids don't go higher.

You can't ship anything that cheap either as ShootnStarz pointed out. The seller should watch out if he is selling post 1959 pennies with the pictures. He has pictures of wheats, but has 1959-2008 in his listing. Solotime, you can't lose at face value, so bid like you said and let us know what you get if you win.

I think he is simply "buying" feedback.

Doesn't paypal deduct the fees from what the buyer pays? How does that work if the fees exceed what is collected?

if you sell something for 1 cent on ebay, you get nothing. paypal takes it all. this is likely a feedback building tactic

"Doesn't paypal deduct the fees from what the buyer pays? How does that work if the fees exceed what is collected"? When you sign up for paypal you have to give them either a credit card number or a bank account number. This is then linked to your paypal account. If a buyer claims he didn't receive the item or some other dispute paypal then takes the money from your account and repays the buyer. Paypal takes their $.30 plus 3% the instant you get paid. ebay deducts their fees from these accounts on a monthly bases. All in all, between paypal and ebay they take about 15% of your sale. I believe this percentage drops when the items sell for big money, like for autos, aircraft, ranches, property on the Moon, ect. Rick
