I found it in a box of pennies. What is it and how do I safely get it off? I know I shouldn't rub it off, so...?

It's probably verdigris, which has come from an infected bronze coin in contact with it.
First try acetone, then if that doesn't work, try VerdiCare.

Acetone will kill any PVC on the coin. Verdigris can be a bit more dificult, and if it has eaten into the surface underneath you will see corossion pitting most likely.

Damage from PVC byproducts is the gravest threat to silver coinage. This is because so many coin flips were produced using PVC softened by plasticizers; it's the outgassing from those plasticizers which reacts with the silver. Such flips are still being produced. The unwary buy them because the're softer and more flexible than mylar types, not knowing that putting a coin into one can be equivalent to a death sentence.
