In the "Mote/Beam" department, I would suggest that the best reform for your Upper Chamber is to pack it with ex-officio members, representatives of cultural & economic interests who are selected by some means not closely related to party politics. So, the managing directors of the major banks & the CN railway, the provosts of the great universities, the chiefs of the First Nations, some bishops (to mix it up, allow any religious body with adherents amounting to 1% nationwide, or 5% in any one province, to nominate someone), a few ranking military officers... more like a House of Lords, really, I guess.
To provide some numismatic content for my comment, I'll remark that such was the role of the US Senate as envisioned by Governour Morris, the Financier of the Confederation, who was also responsible for the intriguing "mark" currency proposal, based on harmonizing the values of the pound unit of account in the various states.
