It's a bimetallic 10 Franc from France. sry I don't have my book with me so I can't give any details.

I used this type of coin many years :-) it is a currency French circulation coin. 10 francs genie de la bastille. 1989 is not rare date but if you have 1993 or better 1994 value is 100-200 euros ! ;-)

Ring composition is Aluminium-Bronze, center composition is Steel. 1989 mintage figure is 249,980,000 pieces. XF-2.5$, UNC-6$.
1988, 1989, 1990 are common. 1991and 1992 exist in both medal and coin alignment, with plain or reeded rim. Varieties exist for 1992-1997, with mintage figures between 8,000(1996)-25,000(1995).The coin was minted until 2001, when it was replaced by the euro, but I don't have the mintage figures.
Your coin could be XF or aUNC in my opinion, though I'm not very experienced in grading.
