I believe that the damage was definitely made during the minting process. I believe this because I recently found a 1979 Washington quarter that looks a lot like the coin in the pictures.a lot like it

AvA, no. The OP's coin isn't a Mint made error. It's PMD and it's obvious because the metal is pushed up. So how can this be Mint made?

I agree with @coop, @dave h, and @e&v that the OP's coin was simply damaged after it left the mint.

Hey guys got a question. I have a 1969 s Lincoln Penny with the word liberty misspelled.the letter "t" is a "y" so its spelled "Liberyy" I wanted yr opinions on it but dont know exactly where to post the pics
