as for the 1st one I can't say.
The 2nd, the serial are matching but one is a replacement roll, is it extremely rare. I think not, just need a lot of patience and searching but for the price he's asking, I'd take the time to look.

Look at his other items for sale, has a bunch of special wrap rolls, even a roll that comes with a matching 'replacement' roll....
If he can print off a matching numbered roll with an 'R' at the end, i'd have to guess all the rest are copies with either new numbers printed or blank. At those prices it looks like he is hoping someone will hook onto the bait and make a quick buck.

I think there was this same topic in the NCLT section. Someone mentioned the possibility of acetone to remove numbers. I would be Leary without seeing them in person.

Even if these rolls coa are real RCM issued products, it just shows the accuracy of the mints coa regarding these rolls. It just amazes me that people pays 50.00 for a roll of 50 ordinary 2012 pennies.

The replacement rolls should have been numbered 20,001/20,000 etc. I wonder how many replacement rolls were made. Whoever has 20,000/20,000 doesn't really have the 'last' roll.

Replacement stickers should have only been made due to ones that were wrecked during production. Ones that were produced without issues would have been sold and never had the option for a replacement number if it was damaged later. that's why all the replacement stickers are in that 2000ish number range. It was a specific run of them. Is it possible the mint made an error and duplicated a number... Yes it is. Anything is possible. Is it possible that one of the stickers were tampered with.... Yes it is. I wouldn't chance it.

I believe the special wrap pennies mintage is included in the 2012 non magnetic. The mint had set aside a million or so for the special wrapping process. The mintage will be 1,000,000 no matter how many replacement rolls there are because it all comes out of the 2012 mintage figures anyways. I got this information from a friend who visited the mint during the last days of the penny and the mint worker spilled the beans.....or so he says......don't shoot the messenger

We already see a regular and replacement roll with the same number. This primes the "mistake" pump for all sorts of back-doors to trickle out.
Given the insane prices realized, where are:
1111 - 9999 and 11111 1234 and 12345 4321 to 9876
You get the point. There are a lot of banknote numbers MIA. And all of the 20000+ rolls were snapped up by collectors and flippers.
