It's from Tibet. It's a copper sho, dated Cycle 15 Year 59 in the Tibetan calendar, which converts to AD 1925. There are two varieties this year, "horizontal legend" and "vertical legend"; yours is the horizontal variety. You'll find it in Krause listed as KM/Y# 21.1a. NGC page.

When compare the coin to other examples, I got the feeling it's an overstrike.. Best visible at the center part of 2nd photo..
