Maybe heavy die polishing and a old die? I think that is what all those lines are in the field.

Looks lightly punched...kinda. If the D was only half there, that would have been a different story.

With all the die flow toward the rim, I thinking this is a VLDS die state coin. They tend to get worse looking when they use the dies for too long.
