Someone,somewhere probably learned a lesson about NNC grading the costly way.
Kudos to the seller for being upfront,could easily have chucked the ICCS slip in the trash to maximize return.
"Dipping" is not considered cleaning...

Based on NNC's reputation, I don't think they harmed the value.

I will admit that I've bought NNC coins (when the price was right), and got favourable results from ICCS. Picked up a bunch of MS63-MS64 coins from NNC (for AU-MS60 prices) that came back MS60 - MS63 from ICCS.
