That's not Hebrew - it's a mediaeval form of Arabic. The confusion is understandable, as the two alphabets are closely related. But Arabic tend to have letters that run together; Hebrew does not.
The style of lettering, with the broad vertical strikes ending in serifs, tells me this dates from around AD 1000 to 1300.
