First, there is no such thing as a D-mint 1864 IHC.
It appears that you are getting confused about the worn upper loop of the ribbon.
And this is the 1864 with L variety.
You can't see the L but the RPD identifies it.
As for the RPD, yep, it certainly is a known variety.
There are two RPD's that look like this one: Snow S1 and S7.
Unfortunately it is so worn that I can't tell which one it is.
I'll take an expert to differentiate (if they can).
Snow's attribution guide says both are "Worthy of a significant premium, probably between 2X and 3X".
