Cannot tell what the single character below Havel's name is (in your case "D", the dealer's image has an "E"). When your medal was issued, Havel was president of Czechoslovakia; he was the last head of state of that country, and the first president of the Czech Republic. The "signature" next to his portrait refers to Miroslav Rónai, a Slovak designer. He still designs coins for Slovakia today ...
