It is an error as Coop said. Struck Through Grease Error. Yours I would say is middle of the road as far as they are concerned. Sometimes an entire side of a coin is Struck Through Grease and there is nothing there. Yours may sell for a Buck or so. Go to ebay and look up Struck Through Grease Quarter and that should give you an idea.

Don't hold your breath expecting to get anywhere near $70. I honestly can't believe that was put on ebay for $70 bucks...it will never sell.
