The 16-D is definitely a solid VF if genuine, even though it looks cleaned. We really need a closeup of the mintmark to verify it. If it were mine, I would have a tough time deciding to get it graded or not. If you intend to keep the set, and it is an impressive set, I would probably keep it intact. Your grandfather probably spent some time putting this set together. That has value to me.

This is about the best photo I could get of the MM. Let me know if I need something better and I'll see if I can do any better.

Simple. Send it in to ANACS to get it graded. That will ensure it is genuine, give you a grade and a "professional" opinion on whether it is cleaned or not and all that jazz. You get it back, break it out of the holder and keep the label and put it back in its place. That way the set remains whole (as it definitely should) and you have your questions about THE coin in the series answered.
