No, there is nothing you can to do remove the scratches.

That's a pretty sweet error. IMO I definitely wouldn't try to alter it in anyway. The only thing you could possibly do would be to hurt the value .

Question ?
Would this be considered an off center strike with collar
scar/scar's or maybe a uniface OCS with indent ?
I was leaning more towards the first choice.

It looks to be a normal off center strike, not an off center stretch strike. The scratches and bent metal are just damage. Trying to bend it back would more than likely damage it more, especially because it's plated. I believe the ring around the strike on the reverse is some type of strike effect (maybe it is a type of collar scar). I could be wrong, but I've seen it on many undamaged off center coins.
