Is this just MD, Die Deterioration or, by any stretch of the imagination, is it one of the 1963-D DDO's? The coins condition makes it hard to tell for sure...

That looks to be a doubled die (but tough to be certain with the photo quality). Not the best known one for the year (FS-101, CONECA DDO #1), but a nice one if I am correct. I recognize it because I came across an example, or very similar die a couple of months ago while picking. Check out coppercoins.com, I think it may be a listed variety.

I think a mineral oil bath might help remove some of the excess gunk from it.

Here is an image of the 1963D-1MM-001. I don't think it is that one. The lower center look is a lot stronger.
