I bought this at some daft low price on I-collector and from what I have read there are no proof coins issued for the 1994 5 Yuan Panda. However, it has mirror polished surfaces on the reverse and a matt finish on the obverse. I have also seen these on e-bay described as special due to some differentiating feature on or near the Panda's foot...although it was not designated as such on the NGC slab. So is this just BU and ordinary?

Yea, that's what I thought but mirror surfaces on a BU seems odd.
