This coin is a 10 pfennig of 1993 (not 1995), with mint mark F, meaning that it has been produced in the mint office of Stuttgart. The blanks for this coin are made in steel, after which the blanks are plated with brass.
If you have a piece that is fully intact, you will clearly see this on the edge of the actual coin.

Your piece however, has seen some post mint damage ( PMD). Probably some kind of acid, that impacts the Steel core but does not inpact the brass (Cu and Zn) plating. Due to the damage to the steel core, the brass started delaminating. This is not a mint error and therefore no additional fee is given. Even worse, due to this damage the piece is actually worth nothing.

For the details: Listed in Krause as KM107 with a total weight of 3 grams and a diameter of 18.5 mm. For 1993 F a total of 43200000 pieces were minted, so not exactly rare.

Well... you could try to convince the Bundesbank to give you your 7 cents for it...
