The 1998 and 1999 1 pound coins were not issued for circulation. The mint simply doesn't make coins if it doesn't need them. Therefore there are periods with no coins or with coins that have very low mintage like the Kew Gardens 50p because of the recession. The Olympic 50ps were going to have about 3 million made of each, some got to 1 million others half a million, for example.
