I can only see the picture of the reverse. Yes, it has been cleaned. Need to see the obverse to grade the coin.

From the reverse photo I don't think this coin makes it to XF and I agree with jpbone that it has been cleaned.

Thanks guys, I expected it was cleaned
here is the obverse, sorry I think the original image file was corrupt:

Any ideas of what this coin would be worth anyways given it has been possibly cleaned? Not a big fan of cleaned capped busts (although they are rampant) but just wondering.
