It looks like a punch out from an electrical box to me.

The "blank" is a little wider than the steel cent.

2.70 grams is the standard for a steely. Not sure if .05
either way meets standards or not. A struck steely is 19 m.m.
in diameter. Any signs of rust anywhere on the coins surface ?
especially around the outer edge of the rim. And also of course, is it magnetic ?

One commemorates thought, the other draws a blank
