Is this an error or just PMD?

I can't quite see where the problem begins -- somewhere after 9 o'clock -- but it comes to an abrupt end just above the D in God.

I looks like the rim peeled off the edge of the collared rim. The area inside next to the rim is the edge of the die. So it may be a collar issue? Maybe Mike Diamond will reveal some light on this one.
