I believe it is a Roman provincial of Otacilia Severa.

Nice one, I like it. Great stuff on the reverse.

It is from Nisibis, in Mesopatamia, one of the two easternmost "Roman Provincial" mints of all. You can see the "NECIBI" at 1:00 on the reverse.
