Tough question I feel like they should also on the same gig if you werent happy with item or didnt get the item like it was lost in the mail I feel like some seller would leave negative feedback just because of the extra time and money you cost them ! But I vote yes because I think most people would be fair !

So I had a buyer who didn't respond to any email and didn't pay. I opened a non-payment case with ebay. That case has to stay open for so many days (4 I think?) On the very last day of the case, the buyer pays. According to ebay's current policy, I either leave no feedback or leave positive feedback. (If you check the "positive" box and leave a negative comment, the buyer can have ebay remove the feedback.)

By contrast, a buyer who admitted he didn't read my listing nor look at the photos leaves me a negative feedback because his 100 wheat pennies were loose and not in rolls.

There is the issue that allowing it could have sellers leave bad feedback if they dont get 5 stars. But there are ways they could prevent that from happening like only allowing negative feedback for buyers you report to have to open a case against. It doesn't make sense to have to report someone then only be able to leave positive feedback.

Since theres a 5 star system for shipping time, I think they should add it for payment time for buyers who take over 24 hours to pay.

Any sort of mutual feedback system will run the risk of people using it to get better feedback for themselves. At the same time though there are a good number of buyers who just knock you and use the feedback to be completely unreasonable. Allowing the feedback to go both ways could get those buyers under control or make it easier to filter them out.

ebay has TRS ratings for sellers. As part of that, it does NOT allow the buyer to give the seller a bad score for shipping costs if the seller offers free shipping - which makes perfect sense. So...if they can do that, they ought to come up with something (for buyers who pay with PayPal) that rates how fast the buyer pays and puts it right out there with his ebay ID for all the world to see, just like all the world can see how good or bad a seller is judged to be.
