cutbacks at the Mint. The Mint concerned itself more with selling commemoratives in 1982 and 1983, which made more money. Collector and media demand brought back the sets in 1984. Souvenir sets were sold at the Mint shops. There are after market put-together sets as well- Krause put them out- as did others.
