1982 & 1983 Why No Mint Sets Issued?

What were the reasonings behind having no mint sets issued in 1982 and 1983? And what's the deal with those souvenir sets? Were those official?

cutbacks at the Mint. The Mint concerned itself more with selling commemoratives in 1982 and 1983, which made more money. Collector and media demand brought back the sets in 1984. Souvenir sets were sold at the Mint shops. There are after market put-together sets as well- Krause put them out- as did others.
