On the front, it looks like a postage stamp was placed on the coin and the toning occurred around the stamp, leaving the middle silver. On the back, theres a small patch of purple over the "dollar". Is this a good thing or bad thing?

Most people want pristine ASE's unless there's some VERY eye appealing toning.
Your ASE will take a hit on it's resale value.

Some people like some patterns (usually circular)/colors of toning...yours...that's a different story. Does not look appealing to me, IMO.

Your coin will worth bullion price + some premium (btw $1-$3-$5, depend on buyer).

If you're talking to a picky coin collector, then yes, it takes a hit.
If you're talking to a sensical person who sees ASE as bullion, then no, absolutely not.

It depends on the buyer. Even I would try to haggle it down a bit because of the perceived loss of desirability. Really though, it's just bullion.

That ASE would end up in the generic bullion bin at my LCS for spot + $1.50. The pristine 2013s go for $3.25 over spot.

So if toning like this brings the value down.......... what about cleaning this coin? Go up or down or still just bullion value?

cleaning it will make it bullion value ONLY and NO numismatic premium at all.
