The last two images are too tight. I can't figure out what they are of? What do the rims look like? Are they rounded or flattened? Flattened might be a polishing of the coin that removed those devices which would be damage. But an image of the entire coin, obverse and reverse would be nice.
Looks like something slid across the top of the coin. Looks like it started at 7-8:00 on the obverse flowing NE. I hate it when a BU coin get damaged. 8( Almost looks like someone was trying to smooth that area on the head. Sorry to bring bad news.
To me, it does look like it could be Struck Through Grease. I would think that if something was slid across the surface, it would take out some of the higher design elements and leave striations. Although it isn't the most common, you do sometimes see centralized strike throughs, probably most common on Kennedy halves.
