Why? PMD? Artistic touch? Error? Any Value? Obviously not wrong planchet stamp but it is curiously coated in copper. Any suggestions?

I can't tell from the photo.

Most likely it got painted. Plating is a possibility.

Weigh it to see how it compares to a normal nickel.

Frequently coins that have been buried in dirt will turn a coppery color.

Anyway, it didn't happen at the mint. It's still worth a nickel.

People do weird stuff to coins. Don't know why.

weighs 4.9g. Perhaps electroplated you say? Would plating peel so noticeably from environmental damage?
Rest in Peace

If it's peeling, it got covered by something. I suppose it will impossible to tell without spectrometer.

You could set it aside and see what happens to it over time or try to clean it.....but without a whole bunch of expensive lab equipment I don't suppose you'll ever know for sure.
