I have never saw a dime like this. So I am not 100% sure but I think it might be a proof. Circulated one of course.

If this isn't a proof, why is the color strange? Would that just be toning?

It is just a normal business strike and I do not see anything particularly unusual regarding the color. A proof of the era will most noticeably have an S mintmark but you will also not find a proof strike showing significant die wear and polishing lines like that found on your typical business strike.
