You probably mean die BREAK. A closer picture would really help.

Looks like it was at some point a 1992 "D" and the "D" suffered from zinc rot and is gone.

If you are looking at the different color it looks like the top was dipped in something. Or vice versa.

I agree looks like it was dipped, and then possibly the area around the date was removed to see it better.
It could be post mint damage on the date and mint mark.

I have noticed on some coins, while there may be damage on the date, it may have been cause by something way over on the LIBERTY side of the coin.
Check the far side of the coin and see if there are any hints of damage near LIBERTY, especially the rim.
