It's got some crud that should be easily removed, but other than that, your grade?

I also notice some die chips - there seems to be an extra blob on the right of the Q in BELGIQUE and on the end of the G in BELGIE, along with a die crack running from 10:30 to the first E in BELGIQUE (nothing too special).

I got one of these from a junk bin. I know that 25M were made in the US to be given to Belgium after they were no longer occupied. these were made from the unused zinc coated steel blanks that steel cents were made from.

The 2 franc coin was minted by the United States (Philadelphia mint) in 1944 in preparation for the Allied liberation of Belgium. An Allied Occupation Issue, this coin was made with the blank planchets of the 1943 steel Wheat penny. Some of these coins have a slightly different weight, and thus their blank planchets would have been specifically made for this foreign denomination. - Source Wikipedia.
