Is there any way to visually tell the difference between the two?

I don't want to buy a set of Proof-Silver coins only to find out they are actually Proof coins switched by a scammer.

I am new to US NCLT since Canadian proof sets are so darn expensive.

From pictures (such as on ebay) I believe the answer is "no", you can't tell the difference.
You need them in hand but of course if you have them in hand you've already bought them.

When you have them in hand, what is the difference in quality like?

The quality of both silver and proof are great in my experience. If I was concerned about getting switched I would buy the quarters in the original government holders.

When I got back into coins in 2007 after I inhereted my Dad's collection I brought the proof sets up to date by buying a bunch of them on ebay. After I was almost complete I noticed that some of the silver sets didn't look right. Sure enough, 3 of the silver quarter sets had had the silver proof quarters changed out for clad proofs. I only noticed when I had them all out of their boxes and next to each other. It can and will happen.

You can check them in the case with the tissue test, silver will appear to be bright while CuNi clad will be dark

Just look at the reeded edges. If white then its silver. If you see the copper streak then its clad.
