There is a lot of glare on the coin to be sure what it is , but it looks like it is a lamination problem.

it looks like something on the coin...glue - or something like that. acetone should remove it.

Is it a copper colored penny or has it been plated?

Yep, just a coin with glue on it. A quick soak in acetone will remove it.

Looks like glue and then someone pressed another cent into the glue as you can see the memorial on the obverse.

Is the memorial imprint on the obverse in the laminate layer or into the metal?
