I don't think it's a doubled die,looks like Die Deterioration to me.

I think he is asking if it is a RPM, vice a DDO.
Its tough to tell in the pic, but to me that is simply some sort of damage or issue with the center of the "D".

The ONLY way I see it being a RPM is if the hump of the D was pointing towards the date, then it would have a chance.

The rest of it looks like Machine Doubling, or just too much pressure used to strike the coin.
