It's difficult to make conclusive statements about the surface of a coin presented via scan. However, scanners are pretty good with physical detail, and with these being so large and nicely-focused, I'm comfortable with calling this one Mint State. Particularly telling are the striations appearing across the center of the reverse devices. It's a typically-execrable New Orleans strike, so weak that the breast feathers, talons, neck feathers and even the olive leaves and arrow points and fletches are gone.
