I have a 1974 Penny that seems to have a doubled 4 in the date. Why is this?

This is the large date 1974. Note how the other devices are thicker? John has it correct on the cause of the area in question. It is Machine Doubling. There was also a small date 1974. These were about 50/50 for this year and no premium is attached to these small and large dates.
