Yes, that would be a cracked planchet. If I remember correctly, cracked planchet silver dollars typically go for ~$100 so $30-40 would probably be a reasonable estimate for your example.
Actually, I tend to disagree about the price. Most of these smaller cracked planchets don't command much of a premium over an average silver dollar. It's the ones that are graded and in mint state that bring the small premium that buyers are willing to pay. Not to be a downer, but I think for your coin you'd be lucky to get $13.
